Delta Projects is seeking a Chief Financial Officer who will report to the CEO and is a critical member of the senior leadership team responsible for directing the finance, treasury, risk management, payroll, facilities and IT functions of the organization. The CFO is responsible for the agency’s financial management strategy, compliance efforts, and overall business operations management. The ideal candidate will have strong strategic planning and forecasting skills while also performing hands-on management of the day-to-day business operations.
The CFO will:
- Serve as a member of the senior leadership team, participating in key decisions pertaining to strategic planning and direction of the agency; provide financial analysis and budgeting support to the team for assessing programs and operations; prepare and present a monthly financial packet to team and board of directors.
- Direct and oversee all accounting functions including billing/accounts receivable, purchasing/accounts payable, payroll, cash management and month-end closings.
- Maintain fiscal records in conformance with generally accepted accounting practices (GAAP); state, local and federal government requirements; and in accordance with all Operational Services Division (OSD) and Purchase of Service (POS) contracting regulations related to providers of human services.
- Plan and manage the annual independent audit, preparation of Form 990 and Form PC non-profit tax reports; and the filing of the associated Massachusetts OSD Uniform Financial Report.
- Ensure the maintenance of Delta Projects, Inc’s and its HUD affiliates’ non-profit status through the preparation of all necessary financial reporting for timely submission to government agencies.
- With the CEO, work closely with the Board of Directors and participate as ex officio member of the Board Finance Committee.
- Develop reliable cash flow projection processes and reporting mechanisms and sound investment policies.
- Provide timely and accurate analysis of budgets, financial reports and financial trends to assist the CEO, the Board and other senior leaders in performing their responsibilities.
- Develop and implement agency financial operations, business operations, investment strategy and other policies.
- Collaborate with the Director of Human Resources on salary scales, union negotiation, benefits administration and personnel issues.
- Evaluate and advise on the impact of long-range planning, introduction of new programs/strategies and regulatory action.
- Graduate degree in business, finance or related field and at least five years related experience, or equivalent combination of education and experience
- Knowledge of applicable state and federal laws, regulations and policies as they relate to the administrative and financial management of non-profit organizations
- Knowledge of the state purchase of service system (inclusive of RFR’s, audit preparation, UFR’s, billing and contracting)
- Nonprofit experience a strong plus
- Experience with Abila a plus
- Strong proficiency with Excel and financial software packages required. Abila experience a strong plus.
- Excellent written and verbal communication skills
- Qualifying criminal background
